Understanding Vulnerability and Risk

It is important that we recognise this increased vulnerability and risk, and that we are vigilant to the potential for harm, however, it is also important that we recognise that we are not dealing with absolutes. There is an increased risk, however, this does not mean that every child in a vulnerable group will experience abuse, or that every adult in the groups that pose increased risk will abuse. There is an increased risk, but there is nothing inevitable.

It is equally important to remember that children who are not part of one of these groups can still be abused and that not all abusers fit into one of the increased risk categories.

Remember:

  • Any child can be a victim of abuse
  • Adults can also be victims of abuse
  • Any adult can be an abuser
  • Children can also be abusers
